2010 Budget Release

The State Budget will deliver on key health, transport and road projects in the Southport electorate as part of the Bligh Government’s massive building program.


The funding for the Southport electorate was announced today by Treasurer Andrew Fraser as part of the 2010-11 State Budget.


Mr Fraser said the Budget delivers on Labor’s promise to create more jobs, sooner.


“This is a responsible Budget that builds on the foundations for stronger economic recovery,” Mr Fraser said.


“Our massive statewide building program will deliver more jobs as we secure a stronger, more robust Queensland economy.
Member for Southport Peter Lawlor said the Budget delivers on key projects and services for the electorate while maintaining the Bligh Government’s commitment to create jobs.


“$516 million from this year’s Budget will go towards the construction of the new Gold Coast University Hospital on the Griffith University site at Parklands,” he said.


“This is a $1.762 billion project which will deliver 750 beds and is critical to the Gold Coast.”


Mr Lawlor said $219 million had also been allocated for the Gold Coast Rapid Transit project which will create thousands of jobs, helping support Queensland’s economic recovery.


“This $950 million project is the first light rail network in any regional Australian city and is part of managing the enormous growth on the Coast,” Mr Lawlor said.


“More than 2,000 people move to Queensland each week and I can’t blame a lot of them for wanting to settle on the Gold Coast, it’s a great place to live.


“But managing that growth is a challenge for any government.”


Mr Lawlor said that’s why it was essential that funding was also made available to make roads safe and ensure we have top quality schools.


“Nearly $5.8 million will go towards improving the region’s roads, making commuter travel safer and more efficient,” he said.
“This includes $5 million under the South East Queensland Infrastructure Plan to widen Olsen Avenue between Melia Court and Smith Street Connection at Parkwood, from four to six lanes.


“As well as $49,000 for the construction of bikeways on Napper Road and Stevens Street in Labrador, and $300,000 for intersection upgrades on Southport-Burleigh Road.


“More than $207,000 will also be spent on targeted maintenance and upgrade projects at Southport State High School, Southport Special School, Keebra Park State High and Musgrave Hill State School.”


Mr Lawlor said $2.63 million would also be provided for new courtrooms at the Southport Courthouse.


Funding allocated to the Southport electorate in today’s Budget includes:
Community Infrastructure
·         $627,756 to provide intensive family support services to vulnerable children and their families, with a total State Government contribution of $1.88 Million.
·         $755,054 to provide counselling, advocacy and personal support to children and young people who have experienced child sexual assault and their non-offending family members and to provide community education programs, with a total State Government contribution of $2.27 Million.
·         $112,372 to provide intensive case management support coordinated and administered through the development of individual and family support plans, with a total State Government contribution of $337,117.
·         $61,667 to provide outside school hours care activities for young people (13-15yrs), with a total State Government contribution of $185,001.
·         $1.89 million toward the purchase of Bookstock for Public libraries.
·         $801,000 to Churches of Christ in Queensland through the Home Assist Secure program which aims to remove some of the practical housing-related difficulties experienced by older people and people with a disability who wish to remain living in their homes.
·         $481,423 towards crisis and transitional accommodation and additional support for homeless families, with a total State Government contribution of $1.44 Million.
·         $363,783 towards an accommodation and support service for women and children escaping domestic and family violence, with a total State Government contribution of $1.09 Million.
·         $303,000 to construct 35 units in Labrador at a total cost of $6,086,000.
·         $3.6 million to continue construction of 33 units in Southport at a total cost of $10.18 million.
·         $1.14 million to support school leavers with a disability make the transition from school to adult life.
·         $523,160 for Home and Community Care funding to Multicultural Communities Council Gold Coast Inc. through Multicultural In-Home Respite Program for Client Care Coordination; Counselling/Support, Information and Advocacy; Domestic Assistance; Personal Care; Respite Care; Social Support; Transport.
·         $263,712 for Home and Community Care funding to Gold Coast Recreation and Sport Inc through Gold Coast Community Connections for Centre Based Day Care; Social Support.
·         $2,159,136 for Home and Community Care funding to Alzheimer's Australia Gold Coast Inc. through Alzheimer's Australia Gold Coast Services for Allied Health Care; Centre Based Day Care; Counselling/Support, Information and Advocacy; Domestic Assistance; Personal Care; Respite Care; Social Support.
·         $276,000 to Gold Coast Turf Club Ltd to offset the costs of maintaining training facilities.


Community Safety
·         $256,623 in Gold Coast to provide a Family Intervention Service to offer practical support to families, where the principal purpose of intervention is to assist families, when Department of Communities (Child Safety Services) has opened a case and decided on ongoing intervention with the child and family at a total cost of $769,869
·         $245,059 to Lifeline Community Care in Gold Coast to provide a Residential Care service providing five places for young people aged 12-15 years with complex needs in the Labrador and Mermaid Beach Child Safety Service Centre catchment areas at a total cost of $245,059
·         $2,930,372 to FSG Australia in Gold Coast to provide a Specialist Foster Care service providing 10 places for children and young people with mainly complex and some extreme support needs in the Beenleigh, Nerang, Mermaid Beach and Labrador Child Safety Service Centre catchment areas at a total cost of $5,868,772.
·         $260,983 to Abused Child Trust Inc in Gold Coast to provide a Sexual Abuse Counselling service to children & young people in care and their non-offending family members and carers referred by the Department of Communities (Child Safety Services) at a total cost of $588,463.
·         $2.63M in 2010-11 to provide funding for the design, construction and fitout of an arrest court extension and new courtrooms at Southport Courthouse, with a total project cost of $4M.  This will enhance the courthouse's capacity to deal with the increasing number of criminal and civil cases.


Transport and Roads
·     $219 million toward the Gold Coast Rapid Transit System project, which involves delivery of a light rail project from Parkwood to Broadbeach, at a total estimated cost of $948.74 million.
·     $1.5 Million under the South East Queensland Infrastructure Plan and Program for planning and land acquisitions for the Intra Regional Transport Corridor, between Stapylton and Nerang, at a total cost of $25.57 Million. Involves the electorates of Albert, Gaven, Southport and Mudgeeraba.
·     $300,000 for the installation of signs on the Gold Coast Highway (Helensvale - Southport), between Helensvale and Government Road, Labrador, at a total cost of $1.2 Million. Funded from the State Government's Safer Roads Sooner program. Involves the electorates of Coomera, Broadwater and Southport.
·     $49,000 towards the construction of bikeways on Napper Road and Stevens Street, Labrador, with a total State Government contribution of $90,000.
·     $5 Million under the South East Queensland Infrastructure Plan and Program for widening from four to six lanes on Olsen Avenue, between Melia Court and Smith Street Connection Road, Parkwood, at a total cost of $132 Million.
·     $300,000 for intersection improvements on Southport - Burleigh Road at the Nerang Street intersection, Southport, with a total cost of $300,000. Funded from the State Government's Safer Roads Sooner program.
·     $150,000 for the installation of guardrail on a section of Smith Street Connection Road, at a total cost of $480,000. Funded from the State Government's Safer Roads Sooner program.


Health
·     $516 million for construction of the new 750 bed Gold Coast University Hospital on the Griffith University site at Parklands at a total cost of $1.762 billion.
·     $1.09 million to The Salvation Army - (QLD) Property Trust to provide Clinical Services, Non-Clinical Counselling and Referrals.
·     $205,000 to Goldbridge Rehabilitation Services Inc. to provide Clinical Services, Non-Clinical Counselling and Referrals at a total cost of $518,000.
·     $259,000 to Gold Coast Centre Against Sexual Violence Inc. to provide Clinical Services, Health Promotion and Support Groups at a total cost of $1.63 million.
Education and Innovation
·     $4.49 Million to provide assistance to low skilled workers, those disadvantaged in the labour market and to support the Queensland Green Army strategy for a total cost of $18.13 Million (Involves electorates of Albert, Beaudesert, Broadwater, Burleigh, Coomera, Currumbin, Gaven, Mermaid Beach, Mudgeeraba, Southport).
·     $25,000 has been allocated for maintenance work at Keebra Park State High School
·     $6,500 has been allocated for maintenance work at Southport State High School
·     $9,500 has been allocated for maintenance work at Southport State High School
·     $13,500 has been allocated for maintenance work at Southport State High School
·     $9,000 has been allocated for maintenance work at Southport State High School.
·     $1.29 Million to provide assistance to low skilled workers, those disadvantaged in the labour market and to support the Queensland Green Army strategy for a total cost of $4.66 Million.
·     $10,000 for the electrical upgrade at Musgrave Hill State School at a total cost of $59,700.
·     $133,665 for General Learning Area Renewal at Southport Special School at a total cost of $140,700.
·     $64,650 to assist Ashmore Community Children's Centre to provide an approved kindergarten program for children in the year prior to Prep for hours a week and at least weeks a year at a total cost of $96,975.


Energy and Water
·         $1.5 million to finalise an increase to the network capacity at Southport at a total project cost of $2.58 million.
·         $23.5 million for Sub Transmission - South Coast at a total project cost of $23.5 million.
·         $3.06 Million for the upgrade of Seqwater's existing dams and water treatment plants across Greater Brisbane, North Coast, South Coast and Darling Downs and West Moreton.
·         $5.14 Million for the continuing renewals programs at Seqwater's existing water treatment plants across Greater Brisbane, North Coast, South Coast and Darling Downs and West Moreton.
