MR LAWLOR asked the Minister for Primary Industries and Fisheries (MR MULHERIN)-

QUESTION:

With reference to the recent review by the Department of Primary Industries and Fisheries of its Equine Influenza response-- How will this review assist in responding to future biosecurity incursions?

ANSWER:

A series of equine influenza after action reviews was conducted during April 2008. The after action reviews have been conducted as part of the state-wide and national review of the Equine Influenza response with the aim to critically analyse the response and make recommendations for improvement in emergency response and preparedness.

All parties involved in the response were invited to provide comment as to the strengths, weaknesses and recommendations for improvement in future responses. These will be documented in an After Action Review Report, currently being drafted, and will be used by the Department of Primary Industries and Fisheries to review its response procedures. The reviews identified strong staff commitment, good existing networks, effective stakeholder engagement, effective national systems and plans and good external communication as key strengths in the response. The review process highlighted a number of areas for improvement including knowledge and experience of staff involved in the response, quality management systems, and data management.

The report, when finalised, will be taken into account when reviewing Biosecurity Queensland's emergency response planning. The after action review outputs will also be used to inform a broadly-based high level National Working Group comprising 40-50 key stakeholders involved throughout the response. The National Working Group will analyse key issues and lessons identified and prepare a report on overall performance and make recommendations for improvements. Based on the recommendations of the National Working Group report, the Australian Government Department of Agriculture, Fisheries and Forestry and Animal Health Australia will develop a national action plan for consideration by the National Biosecurity Committee.
