ANSWER: Disability Services Queensland (DSQ) is adopting a developmental approach to implementation of the Disability Sector Quality System (DSQS).
It is anticipated that the level of readiness for certification will be varied across the disability sector, therefore DSQ is using two key strategies to assist service providers - building capacity and increasing capability.
Activities aimed at building capacity include working with the sector and service providers to ensure understanding of the system and its implications; and the provision of financial assistance to offset costs of development, implementation and maintenance of quality systems.
This has included a joint sector development project with ACROD (Qld) aimed at promoting networks and partnerships across service providers, as well as providing hands on assistance to service providers in the development and implementation of quality systems.
It has also included development and implementation of the Disability Sector Quality System Introductory Workshops for service providers coordinated by ACROD (Qld). A total of 80 workshops were delivered throughout Queensland at a cost of $360 000.
Financial assistance has also been provided through non-recurrent grants to service providers to commence activities related to implementing their quality systems. A total of $700,000 has been distributed so far, and further funding will be distributed in the new year.
Activities aimed at increasing service provider capabilities include knowledge and skills development in implementing quality systems and the provision of resource materials and tools required for successful implementation.
This has included the development and distribution of "Partners in Quality - Resources and Guide" - a significant resource guide that includes information, theory and several practical tools to assist service provider implementation. Information sessions have been delivered in 18 locations across the state to support the use of the resource guide.
Further activities to support learning and development will commence in 2005, based on direct feedback from service providers to ensure specific needs are met on an ongoing basis, and using an approach that enables flexibility in terms of design and delivery of learning and development content.
