MR LAWLOR asked the Minister for Small Business, Information Technology Policy and Multicultural Affairs (MR CUMMINS)- How will the Leadership and Management Program, which is funded by the Department of State Development, assist small business owners in Queensland?
ANSWER- I thank the Member for his question and for his strong support for small business within his electorate. The Beattie Government recognises that small business represents 96.5% of all Queensland businesses and as such, this Government is committed to driving economic growth and innovation, developing business and industry and securing employment opportunities for Queenslanders.
Well-developed management skills are important to the successful operation of any small business. In fact, the lack of solid management skills is widely considered to be a key contributing factor to small business failure.
The Leadership and Management Program provides financial assistance to Queensland-based trade and industry associations, clusters of small businesses, franchisors and other business and industry groups, to assist them in providing programs that develop the leadership and management skills of their small business members.
The skills development topic areas that the Leadership and Management Program supports include:
- human resources;
- finance;
- business strategy;
- production;
- marketing;
- information and communications technology; and
- communication and business relationships.
While small businesses can readily access generic management skills training from a variety of existing sources, the Leadership and Management Program offers small business a significant advantage. The Leadership and Management Program enable the provision of skills development activities that are specifically tailored to the identified needs of small businesses in a particular industry sector or region.
Funding is provided to assist successful applicants undertake two types of projects.
Firstly, for a Training Needs Analysis, a Leadership and Management Program grant will cover up to 75 per cent of eligible project costs to a maximum value of $5,000 per project. The Training Needs Analysis enables the identification of the real skills development needs of participating small businesses.
Secondly, for the subsequent development and/or delivery of a tailored skills development program, the grant will cover up to 50 per cent of eligible project costs to a maximum value of $15,000 per project.
However, funding over and above these limits may be approved for projects that demonstrate the capacity to have a significant strategic impact on small business leadership and management skills within a particular industry or region.
To date (15 November 2005), since the scheme commenced in the 2000/2001 financial year, the Queensland Government has approved 59 Leadership and Management Program grants to the value of $658,283.50 (including GST).Last changed: [PUBLISHED_DATE] at 11:00 PM
