MR LAWLOR asked the Minister for Communities, Disability Services and Seniors (MR PITT)- What are the expected outcomes from the Strengthening Non-Government Organisations project that is being undertaken by the Department of Communities?
ANSWER- The overall outcome that the Queensland Government expects from the Strengthening Non-Government Organisations project is better community services for Queenslanders. Put simply, this will be achieved by supporting non-government organisations and indeed the volunteers and workers delivering these vital community services.
The project is a package of ten practical initiatives providing organisations with the necessary tools and resources required to do their jobs. The ten initiatives are:
- updated legislation;
- service selection processes;
- effective business systems;
- asset management;
- workforce development;
- online resources for community services;
- Community Bookkeeper;
- Client Service Charter;
- Building Links; and
- the multi-tenant service centre pilots.
These initiatives focus on streamlining administrative tasks, providing training opportunities and human resource management tools, resources to improve service integration and service quality. Anticipated outcomes include:
- more time for staff to be involved in direct service delivery;
- an expanded and better skilled workforce with access to modern technologies and tools; and
- increased service integration and efficiency through shared and collaborative arrangements.
In the 2005-06 State Budget, $24.3M over four years was allocated to the Strengthening Non-Government Organisations project.
The project's primary focus is on the non-government organisations delivering services funded by the Department of Communities and Disability Services Queensland. However, the project's design has ensured benefits will be felt by non-government organisations outside of this target group. For example, many of the tools mentioned as streamlining administrative tasks will be made available on a dedicated website customised for and accessible to all of Queensland's non-government organisations.
