PRE-HEARING GOVERNMENT QUESTION ON NOTICE ESTIMATES COMMITTEE G 2006 No. 7 - asked on Monday, 3 July 2006
MR LAWLOR ASKED THE MINISTER FOR NATURAL RESOURCES, MINES AND WATER (MR PALASZCZUK)-
QUESTION:
I refer to pages 3 and 13 of the Ministerial Portfolio Statement and the reference to the State Rural leasehold land strategy as part of the Government's historic Blueprint for the Bush strategy. How will this initiative deliver on improved outcomes for rural Queensland?
ANSWER:
The sustainable development of the State's natural resources is recognised as being a critical component in guaranteeing the future prosperity of rural Queensland. Promoting sustainable resource management and profitable primary production is a key commitment given by the State Government in the historic Blueprint for the Bush initiative. In support of this commitment the Department of Natural Resources, Mines and Water is well positioned to launch the State Rural Leasehold Land Strategy.
This Strategy will influence the management and use of this State's 108 million hectare rural leasehold portfolio. It is readily acknowledged that a number of threatening processes continue to exert pressure on State land used for grazing, agricultural and pastoral purposes. The implementation of this Strategy will assist our leaseholders and the Department to collaboratively identify the adverse consequences that these threats pose to profitability, and the natural resources contained within rural leases. It is recognised that lessees can not resolve the myriad of natural resource issues becoming evident across the rural leasehold estate. However, by developing individually tailored on-property management goals that focus on improving land condition, and the protection of areas of high conservation value, lessees can effectively contribute towards achieving the improved natural resource and environmental outcomes now demanded by the broader community.
An undertaking to continue to work with the Department's Blueprint partners AgForce, to seek solutions through Strategy implementation to the natural resource condition issues impacting on leases, used for grazing and agricultural purposes, is now underpinned by this Government's commitment of $19 million over the next four years. The Rural Leasehold Land Strategy will improve the Department's lessees' ability to identify and coordinate on-property activities that tackle the detrimental effects of excessive grazing pressure; can contribute towards improving water quality and reducing the risk of salinity; stem the loss of biodiversity; and manage the impact of pest plants and animals.
In order to support these aims the Department will continue to invest in science to enhance monitoring landscape health through remote sensing and deliver information that will aid industry and land managers in the implementation of improved practices. Significant opportunities are foreseen for ongoing collaboration with industry and natural resource management regional bodies. This will ensure that existing, and future, natural resource management and industry programs and the objectives of the Strategy are mutually supportive. This integration will enhance local capacity to meet the challenges facing natural resource managers particularly with the threat of increasing climatic variability.
Rural Queenslanders can be assured that, where natural resource issues requiring remediation arise, the Department will support AgForce's model for an independent industry advisory service. This will provide lessee's with the opportunity to seek support in formulating responses to those natural resource issues that may be impacting on the condition of their leases, and therefore reducing enterprise profitability.
