QUESTION:

What is the status of public housing projects in the Southport Electorate?

ANSWER

In the Southport Electorate, from 1 February 2003 to 31 March 2004, the Department of Housing has completed construction of 23 public housing dwellings and has a further 15 dwellings forecast for completion in November 2004. Total budget for these projects is $7.579M. Details of these dwellings are in the following table

The Long Term Community Housing program for the Southport electorate in 2003/04 includes the acquisition of 2 x 3 bedroom dwellings to a value of $836,000 for Gold Coast Vision Housing Association Inc projects.

The Transitional Housing Initiative is a project which is focussed on the acquisition and/or construction of departmental-owned properties for management by community based organisations to meet increasing levels of homelessness in targeted locations across Queensland. An additional $15M for this project was allocated in the 2003/04 State Budget under the Crisis Accommodation Program to increase the capacity of providers to respond to clients with a particular emphasis on providing additional exit points for clients experiencing housing crisis. The Transitional Housing Initiative provides one property for lease to the Gold Coast Community Housing Association Inc. in the Southport Electorate.

Attachment

Community Housing Resource Worker Program

The Community Housing Resource Worker Program is one mechanism through which the Department of Housing facilitates the provision of resources and support to the community housing sector. Funding under the program is provided to not-for-profit agencies and local governments to employ Community Housing Resource Workers to resource and support providers of community housing and housing-related assistance and support the Regional Community Housing Councils.

A Community Housing Resource Worker is employed in each of the ten Community Housing regions. The employer organisation provides progress reports to the department four times a year.

Community Rent Scheme

The Community Rent Scheme program funds community-based organisations to assist public housing applicants in severe and immediate housing need through the provision of subsidised private rental accommodation, on a short to medium-term basis. The program particularly targets people who experience barriers accessing the private rental market.

The Community Rent Scheme funds Gold Coast Community Housing Association Inc in the Southport electorate.

Drug Court

The Department of Housing is participating in the Drug Court Residential Program Pilot. This pilot is a joint government initiative of the Queensland Government and is funded by the Department of Justice and Attorney General. The purpose of the program is to allow people on drug related charges the opportunity to divert from custodial sentences into drug rehabilitation treatment programs. The Drug Court Pilot funds Gold Coast Community Housing Association Inc. in the Southport electorate.

Crisis Accommodation Program

The Crisis Accommodation Program provides funds to community-based organisations to enable them to assist people who are homeless, at risk of homelessness, in crisis and in need of transitional support in the move towards independent living.

Organisations lease Department-owned properties in the electorate of Southport under the Crisis Accommodation Program. Details of departmental properties leased to community-based organisations are included in the attached list of departmental properties.

Home Assist Secure

The Home Assist Secure program aims to remove some of the practical housing related difficulties experienced by people 60 years and over and people of any age with a disability who wish to remain living in their home. The program funds community-based organisations to provide free information and referrals about home maintenance, repairs, modifications, falls prevention and home security. To be eligible, a person must be a home-owner or live in private rental housing.

Subsidised assistance with minor home maintenance, repairs, modifications and security is also available for eligible clients who are in receipt of a Commonwealth Government pension or benefit, and are unable to make use of alternative assistance.

The following table details funding provided to Churches of Christ in Queensland - Churches of Christ Care for the Home Assist Program in the Southport Electorate.

Tenant Advice and Advocacy Service (Queensland)

The Department of Housing Tenant Advice and Advocacy Service (Queensland) provides tenants and residents, particularly those experiencing tenancy or residential service difficulties, access to information, advocacy and advice regarding their rights and responsibilities. The program also aims to provide information and referral to people in housing need to access safe, secure and affordable housing.
Residential Tenants Association Inc. was funded $258,126.00 to provide Tenant Advice and Advocacy Service in the Electorate of Southport.

Long Term Community Housing Program

The aim of the Long Term Community Housing Program is to assist communities in the provision of locally-managed, long-term rental housing for low-income earners whose rental needs are not met by other housing options. Funding under the program is available for the construction, purchase or upgrade of dwellings.
