Budget delivers on health, jobs and transport for Southport

The Southport electorate will receive funding in the priority areas of health, jobs and transport thanks to the Bligh Government’s State Budget.


The funding for Southport was announced today by Treasurer Andrew Fraser as part of the 2009-10 State Budget.
In presenting the State Budget to Parliament, Mr Fraser emphasised the Bligh Government's commitment to protecting jobs as well as focusing on core services.


“Despite the tough economic situation and the loss of billions of dollars in revenue during the next four years, the Bligh Government is determined to keep our economy moving while ensuring that we continue to hire the extra teachers, doctors and police officers we need to meet the demands of modern Queensland communities," Mr Fraser said.


Member for Southport Peter Lawlor said the funding reflected the key priorities of the Bligh Government.


“A further $155.01 million will be provided to continue construction of the new 750 bed Gold Coast University Hospital,” Mr Lawlor said.


“The hospital is an important initiative in addressing the Gold Coast’s increasing population and in providing infrastructure for Queensland’s future.


“Some $4.55 million will be allocated to the Skilling Queenslander’s for Work initiative, including Queensland’s Green Army, to create 530 jobs for young people and those disadvantaged in the labour market on the South Coast.


“This initiative will provide Queenslanders with jobs, and in doing so will deliver on a Bligh Government election promise.
“A total of $135 million will go toward the Gold Coast Rapid Transit System project,  which involves the delivery of a light rail project from Parkwood to Broadbeach.


“This is another clear example of the Bligh Government investing in Queensland’s future.”


Funding allocated to the Southport electorate in today’s budget includes:
 

Jobs

·           $100 million for vocational education and training activity to underpin the social and economic development of the South Coast region.

·           $4.55 million across the south coast for the Skilling Queenslanders for Work initiative including Queensland’s Green Army to create 530 jobs for young people and those disadvantaged in the labour market.

·           $390,000 to fund a Gold Coast tertiary teaching hospital at a total cost of $1.55 billion.
 

·           $767,000 at Pimpama for a new high voltage feeder to increase network capacity, with a total project cost of $2.36 million.


 ·           $3.49 million at Southport to increase substation capacity by installing a third transformer, with a total project cost of $15.81 million.

Police and Emergency Services

·           $3.97 million to complete redevelopment and upgrade of existing fire station to maintain current levels of service delivery to the community at a total cost of $5.65 million.


 ·           $201,000 to Gold Coast Tourism towards destination marketing and product development across the Greater Gold Coast area with a total State Government contribution of $402,000.

Transport


 ·           $135 million toward the Gold Coast Rapid Transit System project which involves delivery of stages of a light rail project from Parkwood to Broadbeach. Involves electorates Broadwater, Gaven, Southport and Surfers Paradise.

Main Roads

·           $32 million this year to commence Stage One of the widening of Olsen Avenue from Melia Court to Smith Street Connection Road, Parkwood, at a total cost of $126.18 million. 

·           $3 million to continue planning and land acquisitions for the Intra Regional Transport Corridor between Stapylton and Nerang, at a total cost of $29.57 million. 

·           $1.8 million to continue concept planning for the Labrador - Carrara Road between the Gold Coast Highway and Southport-Nerang Road, at a total cost of $5.82 million.  
 

·           $730,000 in federal funding to continue intersection improvements at the Southport - Nerang Road and North Street intersection, Nerang, at a total cost of $800,000. Funded from the Australian Government’s Nation Building Program.


 ·           $400,000 to complete installation of bicycle lanes on Southport - Nerang Road between Short Street and Wardoo Street, at a total cost of $500,000.  Involves the electorates of Gaven, Southport and Surfers Paradise.

Health 

o          $155.01 million for the construction of the new 750 bed Gold Coast University Hospital at a total cost of $1.76 billion.


 o          $247,000 for the Palliative Care Program State on the South Coast for funding to non-government organisations to provide a range of palliative care services, at a total cost of $808,000.

Community

·           $939,657 to provide a counselling support service, counselling, referral and support for women and children affected by domestic and family violence, women accessing court services and to work with men to encourage them to modify their violent behaviour with a total State Government contribution of $2.82 million.
 

·           $78,948 to provide a men's perpetrator fax-back service and training for police on the operation of the fax back service with a total State Government contribution of $236,845.


·           $336,346 to provide an accommodation and support service for women and children escaping domestic and family violence with a total Government contribution of $1.01 million.


·           $334,814 to provide counselling and support for people at risk of homelessness with a total Government contribution of $1 million.


·           $320,306 to provide counselling and support for young people at risk of homelessness with a total Government contribution of $960,918
 

·           $7.61 Million allocated to approved non-government, not-for-profit and for-profit organisations including Local Government Authorities to provide services such as respite care, domiciliary nursing, transport, home care and modifications, allied heath, domestic assistance and personal care to the frail aged, younger people with moderate, severe or profound disability, and their carers with a total State Government contribution of $8.07 million.


·           $125,000 towards the establishment of the Gold Coast Innovation Centre Ltd with a total State Government contribution of $500,000.


 ·           $46,000 towards developing an activity and heart monitor with a  total State Government contribution of $77,000.

Housing

·           $220,000 for Current Grants for Phase 2 of the Community Renewal program in the Gold Coast South Renewal Zone (Broadwater and Southport electorates) to strengthen disadvantaged communities with a total State Government contribution of $2.71 million.


·           $389,000 for Capital Grants for Phase 2 of the Community Renewal program in the Gold Coast South Renewal Zone (Broadwater and Southport electorates) to strengthen disadvantaged communities with a total State Government contribution of $2.32 million
 

·           $1.07 million to Gold Coast Housing Company through the Community Rent Scheme to provide transitional accommodation (short to medium- term) for low-income social housing applicants with a severe and immediate housing need
 

·           $1.63 million this year to construct 20 rental unites through the Crisis Accommodation Program which provides funds for upgrades, maintenance or construction of accommodation and is targeted at those who are homeless, at risk of homelessness, in crisis or in need of transitional support with a total State Government Contribution of $4.07 Million.


·           $41,000 to Gold Coast Housing Company through the Drug Court program which is a whole-of-Government approach to reduce illicit drug use and break the cycle of drug addiction and crime by providing supported accommodation to participants referred under the Intensive Drug Rehabilitation Order by the Drug Court Magistrate.


·           $6.25 million for Gold Coast Housing Company to construct 32 rental units through the Affordable Housing program which is housing for low and moderate income households at a price they can reasonably afford.


·           $748,000 to St Vincent De Paul Society Queensland under the Home and Community Care (HACC) Home Modification Service which assists frail aged people and people with a moderate or severe disability who need support with home modifications to prevent premature entry into a hostel, nursing home or similar institution.
 

·           $769,000 to Churches of Christ in Queensland through the Home Assist Secure program which aims to remove some of the practical housing-related difficulties experienced by older people and people with a disability who wish to remain living in their homes.


·           $270,000 through the Rent Start program which aims to offer eligible applicants up to four years assistance in properties head leased from the private market to assist clients to transition into an independent tenancy.


·           $3.16 million to Complete construction of 16 dwellings in the Southport electorate.


·           $65,000 to St Vincent De Paul Society Queensland through the Spinal Cord Injury Response program which aims to reduce hospital stays and assist people with a newly acquired spinal cord injury who are being discharged following their acute care and rehabilitation from the Spinal Injuries Unit at the Princess Alexandra Hospital.


 ·           $5.98 million across the Gold Coast for the upgrading and renewal of Social Rental Housing properties.

Sport


·           $271,000 towards the upgrade of four existing tennis courts to plexicushion standard and install lighting for courts at Southport State High School.


·           $49,000 to provide the opportunity for students to become physically active and learn healthy eating habits in a safe and fun environment at Ashmore.


·           $21,000 to deliver physical activity and information on nutrition to special needs children at the Gold Coast with a total State Government contribution of $42,000.


 ·           $23,000 to develop recipe books and instructional nutrition digital video discs for African and Japanese communities in the Gold Coast area.

Education


·           $3,000 for the 2007 Engineer Your Future Scholarship, at a total cost of $10,000 of which is totally funded by Queensland Rail.
 

·           $94,000 to complete construction of a home economics block at Southport State High School at a total cost of $2.5 Million


·           $44,000 has been allocated for maintenance work at  Keebra Park State High School
 

·           $21,900 has been allocated for maintenance work at  Southport Special School


 ·           $61,280 has been allocated for maintenance work at  Southport State High School
